[TYPO3-RTE] making quotations easier

Funny I just spent ages trying to get blockquote as one of the default tags
with no joy. I gave up and resorted to the HTML source view to add them in.

I didn't realise it was not possible. That suprises me.

Ideally I'd expect a new button similar to the Bold button that can be
configured to activate custom tags like these.
