There should normally be a link on this page: 
http://typo3.org/extensions/repository/search/rtehtmlarea/details/

However, there is currently a bug on TER. Hopefully, this will be 
corrected in upcoming TER 2.

Therefore, you should import the extension using the Extension Manager.

If you follow to xinha it becomes unclear,

There is no reason to link to xinha. The link is there only to give some 
credits.
