Yes. That's always the case (except for the few days after a new feature
release, e.g., directly after 0.5.0 or 0.6.0).

Officially with the TER version: TYPO3 CMS 4.2.4-4.7.x

Officially with the current development version:
  TYPO3 CMS 4.5.x-4.7.x

However, from the reports I get, the development version runs mostly
fine on TYPO3 CMS 6.0.x as well.
