[TYPO3-l10nmgr] RFC #8831: Bug: CLI export module help text is never displayed

Problem:
The code block responsible for displaying usage informations cannot be 
displayed because other error messages listed first in the codebase exit 
the script before the part outputting the help message is reached.

Solution:
Move the code block with the usage information to a position before the 
first parameter validation.
