[TYPO3-doc] Extension "bib" should appear on docs.typo3.org

This still requires some manual work on the docs.typo3.org side. However 
we are now very close to having extension manuals based reST rendered 
automatically on docs.typo3.org, so I'm not sure we are going to 
continue supporting documentation coming from Github.
