[TYPO3-doc] Making doc_* extensions obsolete

As you might have seen, I made several tries on the topic. The main 
problem I had was to make the manual as little as possible, i.e. ideally 
with just the link to the new location on docs.typo3.org. Unfortunately, 
it seems that the TER rendering expects the manual to contain at least 
the main title.

So the final version of doc_core_api (4.3.6) contains all of the above 
changes, including the TYPO3 dependency constraint, and the manual 
contains just the "Core APIs" cover title and a paragraph with the text 
"Now available at http://docs.typo3.org/typo3cms/CoreApiReference/".

I will proceed with the other manuals in the next few days.
