Not at the moment, I think, but probably soo.

Indeed.

On 2013-02-17 Dmitry Shachnev came up with a proposal in the
[Docutils-develop] mailinglist to introduce: "Proposal: named link
references".

Luckily this was liked by David Goodger, the create of ReST and
"BVDN" of ReST (benevolent dictator for now - until somebody else
likes to take over responsibility).

Even better, Günter Milde, a german guy who actually does Docutils
development and cares about the SVN repository did already find a
code solution and checked that in and asked people to start
testing:

This means that we can expect to have it in near future.
