[TYPO3-doc] Info: ExtendingSphinxForTYPO3 is updated

There is an update of our TYPO3 specific tools for Sphinx in the
RestTools.git repository. You may want to install this on your
local machine if you do local TYPO3 ReST rendering.

Do these three steps to install the update locally:

$ git clone git://git.typo3.org/Documentation/RestTools.git
RestTools

$ cd RestTools/ExtendingSphinxForTYPO3

$ (sudo) python setup.py install
