[TYPO3-doc] Add anchors to sections

Many of them already have anchors. For older manuals, we are slowly 
adding them (we're only a few ;-) ).

You just spotted a bug ;-) There's an error in the ReST markup which 
prevents this section from rendering as the others do. Could you please 
open a bug report there:

BTW did you notice the drawer at the left side of the window? It lists 
all the anchors in the current page.
