[TYPO3-doc] Cross-linking to Doxygen

Hi,

You will find a PoC that cross-linking to a doxygen documentation is
possible with Sphinx here:

Don't know who is responsible for generating the TYPO3 doxygen
documentation (I did not use it for a long time either) but perhaps we
could have this automatically done on some official platform with some
well-defined doxygen configuration file.
