[TYPO3-doc] Proudly presenting: The 'fiels-list-table'-directive for the Docutils

Hello everybody,

in our effort to switch out TYPO3 documentation to the ReST format we
are encountering the problem of how to write complex tables in source.

The "field-list-table"-directive presented here offers a solution to
that problem. For the whole story please see:

Feedback welcome.

It is also shown:
- how homebrew directives can be included
- how the behaviour of the existing HTML writer can be modified in
some aspects.


Known problems so far: None.

ToDo:
- move to GIT
- make error handling "state of the art"
- create unittest
- use it, test it, give feedback


ToDo for the documentation team:
- discuss folder structure of tools actively running on the server
with respect to TYPO3 documentation stuff
