I don't think we should include "normal" TER extension manuals in the 
official structure. Those should be handles separately. System extensions 
are of course part of the core and as such should be documented inside the 
official structure.

BTW, I read all of your posts, but I usually don't answer if I don't have a 
different opinion or idea. I really appreciate your open and comprehensive 
posts.
