[TYPO3-doc] FYI: doc_l10n added to SVN

Hi all,

For your information I just added to SVN the doc_l10n manual. I first 
committed the old version, then the version recently refreshed by 
Susanne. Note that the repository is already named according to the new 
guidelines, so it is "doc_guide_l10n" and not "doc_l10n":

Once we start working on it seriously we'll create a branch, but that's 
not planned for now, although if someone feels like it, you're very welcome.
