[TYPO3-doc] Access rights for the offical TYPO3 Wiki

In the "Bug fixing Guide" discussion the idea came up:

Many pages in the TYPO3 Wiki could be changed by almost anyone. IN case of 
spam rollback is always possible. But there are some Pages where it might be 
expecially harmfull if they got changed in a way not intended.

In Wikipedia and some other Wikis there is a review üprocess for changes on 
a page by page basis. So there could be documents on the wiki where all 
changes have to be reviewed and those free for editing by all registered 
users.

This would make changes by a larger community to official documents easier 
then when some open-office or docbooks have to be changed that can only be 
changed by a small number of people. And it could be used to secure 
documents that have been target of spam in the past.

What do you think about it?
