A way to guide people to "What's new in this manual" without too much 
hassle is what my proposition was.

Add the text:
"To read a detailed view on the modifications in this manual have a look 
at http://wiki.typo3.org/index.php/Documentation_changes_in_4.3"

Simple and no double-work.

That's it.
