[TYPO3-doc] TYPO3 wiki encoding problems

Ah... 'our hoster switched from utf8 to latin1' is quite a dumb reason to
not allow translation services.

Is there a locale setting that could be made in the docs configuration?

What about exporting the database, convert to utf8 and reimporting?
