[TYPO3-doc] extension manual - whats current recommendation?

Hello Cyrill,

there's a bunch of problems what manuals have what are written directly
on forge. That's the reason the official wiki for manual-writing is
wiki.typo3.org and will be for many months.

The next step (milestone 5) in manual-writing is documentation.typo3.org
- TYPO3 RTE as editor - and import export .sxw

The current is milestone 4.1

A main requirement is that everybody has the freedom of tool-choosing.
