[TYPO3-doc] Tagging

Hi Martin, Jakub, and wiki-users,

for me tagging in the wiki is much more important and much more flexible
than using categories. (if somebody doesn't know what tagging in the
wiki means see http://wiki.typo3.org/index.php/Category:Topic)

## Please see the list of variants and tell what variant you like most.
-- Important is to have two parts: 1. linked keyword and 2. link to
help-page what the usage of it is.
