[Typo3-doc] extension repository - manual?

hi!
because i experienced some wierd things when uploading a manual for an 
extension into TER: is there a manual for the extrep? or at least some hints 
on how to use especially the doc and doc-review section of this tool?
the problem i have is that the TOC section of the online manual doesn't get 
generated for some strange reason...

any help appreciated!
