[Typo3-doc] HOWTO sign into mailinglist without getting hundreds of emails

Please don't. Franz Kratochvil is already working on such a document. I see
no sense to put this into the Wiki because

- he is working alone on this document, so he doesn't need to be online and
  can work in the train

- it will become a regular typo3.org page
  (somewhere below Documentation -> Mailing lists)

I think it's not useful if we copy every content from typo3.org into the
Wiki. If you have any suggetions, please contact Franz by private mail.
