Shell access means that you are able to connect to your server via e.g. 
ssh (secure shell). This becomes relevant if you rent webspace or rent a 
webserver because you don't have physical access to your server.

Root access means that you have root rights on the server to do anything 
you want. If you rent a webspace you won' get root access because you 
could access the other webspaces that belong to other clients.

So, even if you have shell access it doesn't mean that you can log on as 
root. And for certain changes like the php.ini for memory limit or 
installing imageMagick you need root access.
