[Typo3-documentation] Maintenance

As I get it, the first is for writers maintenance on existing 
docs. And the other is for _anyone_ who has a request for 
updates on doc, wiki or elsewhere?

IMHO it would be better to have two separate pages. And maybe 
also renamed 3.4.1 to "Request for updates"? I think that would 
make things clearer.

But besides that, I think the idea is great. Now everybody has a 
place where they easy can suggest updates, changes and new docs!

Maybe a link from the wikis first page to the "Request for 
updates" page should be considered when we update that page with 
the overall doc structure?
