Yes, they're unique.

But consider an extension name "news" (not tt_news or anything like that).

Now, considering we would also like to use one page of the wiki for news 
about Typo3.

The documentation of the extension "news" would use the page:
http://wiki.typo3.org/index.php/News

...which would mean we couldn't use it for the page about Typo3 news 
anymore.
