[TYPO3-dam] (6.1.7) backend's tools displays the index.php page

After installing DAM.    I cant use the tools in the backend.  

I dont have any error messages.   I only see my website (index.php) in the backend right pannel.   

typo3's Logs arent showing any error.

Any idea?
