[TYPO3-dam] Review of some more DAM patches

Last friday we could only fix two bugs:

- #12038: folder named 0
          http://bugs.typo3.org/view.php?id=12038
- #18639: Use of removed Setting $TYPO3_CONF_VARS['BE']['forceCharset']
          in Typo3 4.7
          http://bugs.typo3.org/view.php?id=18639

It'd be nice if someone could review + apply them to master if they
are fine.
