Adding "setlocale(LC_CTYPE, 'UTF8', 'en_US.UTF-8');" to
function wrapFileName doesn't fix the problem for me.

Btw: config.locale_all sets the correct locale already for LC_CTYPE.

For me it seems that this issue could not be fixed by TYPO3, because
apache has to be started with the correct LANG environment variable.
