[TYPO3-dam] DAM & UTF-8 Filenames

AFAIK there is a problem in the core passing the utf-8 filename to 
IM/GM. A locale setting is needed to get the filename correctly, but 
this requires a new config setting.
It's on my wishlist for 4.5 and I hope to prepare it before next bugday.
