[TYPO3-dam] use of .indexing.setup.xml? they seem to do nothing here :(

I found a short passage in the manual which states that 
.indexing.setup.xml is used for autoindexing of uploaded files. But in 
my eyes it should be used as "defaults" for any indexing action.
