Thanks! Thats it! I added two read-only filemounts to the groups TSconfig:

options.pageTree.altElementBrowserMountPoints=6
options.folderTree.altElementBrowserMountPoints=mediapool/Icons

When removing the pageTree filemount I can upload files in the element 
browser!
Anything else I can do?
