Andreas please think again:
The case described included access via FTP, thus bypassing almost ANY 
Security DAM or TYPO3 could provide.
IMHO the only meaninful way in such a szenario is to allow FTPing 
somewhere outside TYPO3 and the run a meaningful import-script (you may 
use the CLI-functions) on the server which takes care that only wanted 
files are being put into the TYPO3/DAM System;
