You can't do it from the DAM.

The way I do it usually is in Web > List. I create a new DS and just 
give it a name, then I create a new TO and link it to the new DS and to 
the related HTML file. Then I click on the new TO's icon and choose 
TemplaVoila. A bit less straightforward, but it works.
