[TYPO3-dam] BE-User cannot add a DAM Category to the root-path

Hi,

I set up a BE-User, they should have the rights to add DAM categorys.
But they can only add categorys to sub-categorys not to the cat-root? Is
this a bug or a misconfiguration?.
I use T3 4.0.4, dam 1.0.8 and dam_catedit 1.0.5, the Media-Folder is a
Mount.
