Examine the "static include" Template.
Use the TS Object Browser or inspect
/typo3conf/ext/dam_downloads/ext_typoscript_setup.txt

There are many "wraps" and a section
	_CSS_DEFAULT_STYLE ( [...]

You may overwrite the values in your TS Template or include your custom 
css-file.

To change the layout you´ll have to change the template.

Configure dam_downloads to use your own template e.g.
plugin.tx_damdownloads_pi1.template = 
fileadmin/templates/my_dam_downloads.tmpl

Original file is located in
/typo3con/ext/dam_downloads/pi1/template.tmpl
