You can get an overview about branches and the like in the Subversion
handbook [1].

You have write access on the TYPO3xdev SVN repository. Feel free to commit
your work to SVN.

Yes, it is as far as I know. If you have specific questions feel free to
call contact Thorsten Kahler. He is a colleague of mine and is using
Eclipse quite extensivly.
