I only have a look at DAM from the outside, but shouldn't you rather 
collect a list of existing bugs not new features as goal for a stable 1.1?

As the main developer is gone I'd try and iron things out and make that 
what's partially working ready and declare it 1.1.

After that you should try and set new goals for 1.2 with a new developer/team.
