This is wrong. HTML 4.0 had all the technical means for accesibility. XHTML 
added (nearly) nothing to the set of elements and attributes.

XHTML 1.0 is nothing but HTML 4.0 in XML. XHTML is only a bit stricter, 
more XML, and has RUBY (with only mrginal browser support so far).
