Plugins can use TV API. Mininews in CVS does that (though not
completely). They (plugins) need to define a data source. Plugin author
may also supply default template. User can use default or his own to
create any look. I do so with mininews on a number of sites. Actually, I
use only TV tmplating recently in my extensions. Works perfectly.
