Well, this is just what's happening.
Nobody pays the LPE for years, so it is not done.
Quite simple.

My suggestion:
- Write a project paper
- Calculate an amount of money you need for development
- Submit the paper to DH or RL
- Wait for the sponsoring to come up
- get it done

As usual: Don't "sell" things you cannot do.
But this should be clear by default.
