Hi Malte,
Try adding following typoscript:
plugin.tx_community.settings {
   accessActionResourceMap.User.list = user.list
   accessRules.public.user.list.access = 1
}

Which version of TYPO3 are you using?

You have to include flash message plugin on page in order to see debug 
messages.
