[TYPO3-commerce] create new user

Hello list,
        I am using commerce extension.i have two type of clients
	1)One group need to be registered
	2)another group need not be registered.

To solve this problem i have used a checkbox(through new plugin).?If the 
user clicks the checkbox,he will be registered.Else he will not.(i dont 
know whether this idea is good or not)

Now my problem is when i want to set 
plugin.tx_commerce_pi3.createNewUsers = 1 through typoscript the value 
dont get changed.

[globalString = GP:tx_checkbox_pi1|checkbox1 = 1]
plugin.tx_commerce_pi3.createNewUsers = 1
page.includeCSS.file2 = typo3conf/ext/checkbox/pi1/check1.css
[GLOBAL]

Any suggestions or idea please??
Or any new idea please...
