[TYPO3-commerce] Prices *100 for non-admins

Okay, today i found the time to debug and test commerce a few hours.

And i found one line which can possible cause the problem. In 
"commerce/tcafiles/tca.php" on line 9:
require_once(t3lib_extmgm::extPath('commerce').'ext_localconf.php');

If you mark this line as a comment or delete it, the bug vanishs. I 
haven't found any side-effects in commerce.

But i don't know, if this is the right place for excluding this line. 
Maybe there is another place where a change have to be!? It will be 
nice, if a developer can take care of this bug ;-)
