[TYPO3-commerce] linking to fe_users

I have worked on and of with this for a month now and could really use 
some help.

I have the following setup

typo3 4.2.6
Commerce  0.11.8
paypal2commerce 0.2.2
cms 1.1.0
tt_address 2.2.1
graytree  0.2.1
dynaflex 1.6.0
moneylib 1.2.1
static_info_tables 2.1.0

I have a problem with linking commerce to front end users.

My problem is as follows

When a first time user (IE they are not resisted FE users) uses the shop 
they can add their  detail etc and make a purchase and a new FE user is 
created. The purchase will go to the Paypal sandbox test area and all 
will work as expected.

But when an existing FE user is logged in their address is not displayed 
( this may just be a template issue ) and when they try to continue to 
make the purchase the user keeps being returned to the same page.

I really just want it to work with just paypal but I have tried with 
alternate payment methods (eg credit cards) as well and both don't work. 
This is only for registered and logged in FE users that it does not work.

I have checked all the obvious settings ie those in the commerce extension.
I have made sure that the settings in /static/constants.txt match those 
in the extension setting.
I have downloaded the very latest version of commerce from SVN.
I have checked through every post I can find and tried numerous code 
changes.
Nothing has worked.  :-(

Really think my problem is something to do with a billing setting for fe 
users but I really don't know what to check or try.

I know others have gotten the commerce shop to work can someone please 
help me with some ideas on how else to trouble shoot this problem.
