[TYPO3-commerce] payment : DIBS

Hi,

we have implemented a first draft for the Scandinavian DIBS payment 
gateway, used in Denmark, Sweden, Norwegian and Finland. It's working in 
an customer installation, currently some more documentation and some 
work on the configuration parameter is needed, so only a bit sponsoring 
is needed for making this extension public.
