[TYPO3-commerce] Shipping costs per region/weight and a minimum basket amount

Hi,

i read on the list that there has been a discussion about shipping 
costs per region and per weight.
Is there any update on this? I once read about somebody willing to code 
this extension for a donation of 350€ iirc.

If this is still missing we would be willing to donate and would help 
to code this extension.
The same for a minimum basket amount feature.

Looking forward to get this feature implemented in commerce.
