In my german account:
-> mein Konto -> Mein Profil -> API-Zugriff (Unter Kontoinformation)
Dann die "API-Signatur" und nicht das Zertifikat wählen.

You need curl.
curl uses https (https://api-3t.paypal.com/nvp) so, your server does not
need SSL.
