[TYPO3-project-4-3] Help with Scheduler manual needed (Windows information)

I don't have Windows at hand. I could on a virtual machine, but then I 
don't know what to look for. Which is why I'm asking for help: I figure 
that experienced Windows user can help me quickly and without too much 
effort.
