Force UTF8 natively like robert promised (or proposed, not sure) for 
TYPO3 4.0.

t3lib_cs eats up more than 40% of the overall request time and up to now 
noone was able to explain to me why we need it.

Maybe we could put that one on the kill-list for 4.4?
