Sounds reasonable, I'd like to have one single place to override XML 
files, right now we have two.

  $TYPO3_CONF_VARS['SYS']['XLLfile']['EXT:lang/locallang_core.xml']

which is an array for each file and merges the overriden labels.

Sounds good?
