Tested with a 5-level pagetree and longer page titles - but not unusual
values.
The result is additional scrolling to the right (or window resizing) to
enter the link options. This could be avoided with even bigger window sizes.

Another issue:
The process (1. enter options, 2. choose page) is now right-to-left.
Latin-based literacy is left-to-right. Unexperienced users intuitively
first try to choose the page on the left and then enter option on the
right (by convention). This behavior results in unexpectedly closing the
window without any options set.

IMHO we have these options:

I) pagetree left, options right + adding a submit button (result is more
click):

intuitive process:
1) choose page
2) enter options
3) click submit

II) options left, pagetree right:

1) enter options
2) choose page (with automatic submit)

III) options top, pagetree bottom

1) enter options
2) choose page (with automatic submit)

IV) pagetree top, options bottom + adding a submit button

1) choose page
2) enter options
3) click submit

One might argue against II) because people are used to having menues on
the left side.

All other options with left-to-right or bottom-to-top process are not an
option from my point of view. (Hebrew or arab might give veto).

So my vote is III)
+ resizing the window
