[TYPO3-project-4-3] Bugtracker confusion

Hi.

I am a bit confused about bugtracking of core sysexts.

Bugs of some core sysext are spread over the two trackers mantis and
forge, e.g. recycler. This results in duplicate reports and confusion.

Scheduler for example is in mantis only, while recycler bugs can be
found in both.
IMHO core stuff should be in mantis only and sysext forge tracker should
be closed immediately after merge with core.
